Organization

The government officials of Chalfont are all elected  from the general population of the Borough, and serve as volunteers (they are not compensated in any way for their service, although the revised Borough Charter, which became effective 1/1/76,  would allow it).

The Office of Mayor

The Mayor serves a four year term.  To serve, the Mayor (and Council members) must be qualified to vote in the Borough, and shall have been residents continuously for at least one year immediately preceding their election.  The Borough Charter stipulates that the Mayor "be recognized as head of the borough government for all ceremonial purposes."  § C4-2, A. 

The Mayor also has responsibilities to supervise the administration of the Police Department and its employees (including preparation of the annual budget).  At his/her discretion, the Mayor may "appoint a police committee, composed of three (3) members of Council, which may assist and advise the Mayor on issues and matters pertaining to the Police Department and its operation."  § C4-2, A(6).  The Mayor has no voting authority in matters presented to Borough Council.

Borough Council

The Charter stipulates that a Council of seven (7) members be elected at large.  The Charter stipulates that Council shall have the following powers and duties ("but not by way of limitation").  Please note that this is not a complete list of Council's authority.

  • Make appropriations, prepare the budget, incur debts;

  • Adopt amend and repeal the Administrative Code to provide for the safety and welfare of the Citizens of the Borough;

  • Create, alter, combine and abolish municipal departments (provided that Council shall create agencies, boards, and commissions related to Municipal Planning to operate under terms and conditions set forth in Pennsylvania Municipalities Planning Code, Act 247, 1968, as amended);  See Planning Commission.

  • To levy taxes; and,

  • To hold public hearings on any matter.


Council includes several committees to provide for the operation and oversight of the Borough's affairs.  They include:
  • Finance Committee (overseeing the financial affairs of the Borough)

  • Water Committee (overseeing the Chalfont Water Department)

  • Streets Committee (overseeing the maintenance and improvements of the Borough's streets)

  • Property Committee (responsible for the oversight of the Borough's facilities, such as the Borough offices at 40 North Main Street)

  • Parks Committee (overseeing the Park system in Chalfont)

  • Steering Committee (overseeing unusual matters presented to the Borough)

  • Flood Committee (responsible for the flood preparation and prevention activities of the Borough).
